Two different control panels, doing two different jobs

Every reseller plan includes both. They're not competing tools, WHM manages the server, cPanel manages a single account on it.

cPanel

The single-account control panel. Whoever owns a site, you or one of your clients, logs into their own cPanel to manage that one account: files, email, databases, SSL, cron jobs, and PHP version. It has no visibility into any other account on the server.

WHM
